General Background

In our society there is not enough money to give all patients all the health care they want. For example, there is a shortage of donor organs for patients in need of organ transplantations. In practice, this means that some patients get treated more quickly than others. It can or may also means that some patients receive certain kinds of expensive treatment while others do not. In both cases we may say that some patients are given priority over others.

 
 
Given you this scenario:


Two victims, Berny and Mr Stevenson have been admitted to the same hospital within an hour of each other.

Both are injured similarly on the head due to car accidents on the road which so happened at different highways. Please note that both were not the main driver of the vehicle they were in.

Both have to be treated as soon as possible if not they will receive serious health complications or even death. However due to unexpected and unforeseen circumstances running in the A & E department, only one of them can be attended at one time.



Berny is a 24 years old healthy young man while Mr Stevenson is 57 years old. In your opinion, how should the hospital prioritise between the two? Please read the scenario once more and think a moment before answering.
