Part III. The aim of this part is to investigate the current situation and future prospects of Spain's MoS Services based on the stakeholders experience.

MoS Policy at EU level. How you considere the following EU public policy on subsidy aspects of MoS? Please rate with a mark in the appropieate box
Strongly disagree Disagree Neutral Agree Strongly agree
EU subsidy is needed to help with MoS start-up costs
EU subsidy is needed to help finance MoS port infrastructure and related equipement
Eu subsidy is needed to help finande MoS vessels
EIB loans are needed to support MoS capital
EU subsidy is needed to help influence MoS demand (e.g. incentive pyments to users, hauliers, etc)
EU subsidy should be applied EU-wide to MoS services
EU subsidy should apply to MoS services connecting the EU with neighbouring countries

5.MoS Policy at Member State level. How do you consider the following Member State public policy and subsidy aspects related to MoS services? Please mark the appropriate box
Strongly disagree Disagree Neutral Agree Strongly agree
Member State should subsidise MoS services
Member State subsidy should help MoS start-up costs
Member State subsidy is needed to help finance port infrastructure and related equipament
Member State subsidy is needed to help finance vessels
Member State subsidy is needed to help influence MoS demand (e.g. incentive payments to useers, hauliers, etc)
Member State should include their MoS policy in national transport plans
Member State MoS policies should be consistent throughout the EU

6. The MoS as a concept. What is your opinion on the following factors relating to MoS services? Please mark the appropieate box.
Strongly disagree Disagree Neutral Agree Strongly agree
MoS is the marine leg of door-door multimodal transport chains
MoS should mostly be RoRo or RoPax ( i.e. ferries) or ConRo vessels
MoS vessels should be very fast ( > 23 knots speed)
MoS could be any vessel type if it is able to shift freight traffic from road to sea
The MoS transport 'platform' equivalent to the road is the deck of the ship
The MoS like, like a land motorway, provides for territorial continuity/access
MoS needs subside to balance the subsidy given to land transport with big infrastructure investments placed in Motorways and Rail Tracks

7. Competition to MoS: How important are the following factors relating to the issue of competition with respect to MoS services ? Please mark the appropriate box
Strongly disagreee Disagree Neutral Agree Strongly agree
Competition between modes is currently unfair
Charges/fees for long distance road transport are sometimes below its reasonable price
Some form of 'Eurovignette' is needed
Some form of 'Ecobonus' incentive is needed tor MoS users
It is unfair to subsidise some MoS services but not others
MoS services should not receive subsidies of any kind

8. Tendering and contracting MoS services: How important are the following factors relating to the issue of contracting of MoS services? Please mark the appropriate box
Strongly disagree Disagree Neutral Agree Strongly agree
Subsidised MoS services and routes are best decided by the market acting alone
Subsidised MoS services and routes are best decided by jointly by state entities and private operators
MoS ports should be limited only to existing major ports
MoS tenders / contracts should be managed by Members States concerned
MoS tenders / contracts should be managed by the European Commission
MoS tenders / contracts should be managed by the regional governments concerned
MoS tenderers only need to provide the port-port service in the multimodal transport
MoS contract duration should be 5 years or more
Extension of MoS contracts may be needed to ensure a MoS service continues in the longer term

9. Other issues and constraints affecting MoS services: How impotant are the following factors relating to the effective provision of MoS services? Please mark the appropiate box
Strongly disagree Disagree Neutral Agree Strongly agree
Environmental regulations are a major constraint for MoS services
The key constraint is the low sulphur emission regulation
Regulation affecting MoS services are more stringent than those affecting land transport
The price of fuel is the most important single cost factor for MoS services
Port and terminal handling costs are also key factors
RoRo / ConRo vessels are the most cost-effective MoS solution
RoPax ships can provide effective MoS services in some cases
Pilotage rules are a problem in some ports for MoS services
Customs requirements are a problem in some ports for MoS services
Ability to secure a berth is a problem in some ports for MoS services
Terminal operations (handling ) is a problem in some ports for MoS services
Land access is a problem in some ports

10. Quality features of MoS services: How important are the following quality features relating to provision of MoS services? Please mark the appropriate box
Strongly disagree Disagree Neutral Agree Strongly agree
Daily service frequency is a minimum for MoS
'Daily' can be sufficient with 6-days a week service
Flexibility of MoS is very important (e.g. able to carry trailers, containers, cars, outsize cargo, etc)
Driver cabins on MoS vessels are very important
Carriying unaccompaied freight vehicles / units is the main task of MoS
Intermodal facilities in ports are properly provided
MoS mus be as fast as road transport, door-door
Total MoS price (door-door) must not be more than the alternative by road option

11. Importance of service attributes of MoS:
Please rate ( 1, 2, 3, 4, or 5 ) in the appropriate box in the table the following quality features relating to provision of MoS services in growing importance scale, rate 5 is the most important. (You can give same rate to various features)
1 2 3 4 5
Frequency calls of MoS services
Reliability of the MoS service (ability to perform its intended service )
Total price of the MoS service (multimodal service door-door)
Total time of the MoS service (multimodal service door-door)
Capacity ( number of units that can be carried )
Flexibility ( adaptable to changes or variability )
