(i) Policy Issues and Implementation at the Higher Level

1. I believe that there must be a strong networking of professional personnel within and between schools as a short-term solution to help teachers reduce the workload in implementing SBA.
2. I believe that the district education offices should move towards the establishment of a network of professional trainers to facilitate teachers in grasping the concept of SBA and its implementations at school level.
3. All English teachers in my school have a clear and documented assessment policy including specifications for the assessment instruments to be used, for ensuring validity, for resolving differences of opinion between teachers, and for procedures to be used to check the bands.
4. The quality assurance mechanism (committee) in my school including the mentoring, monitoring, moderating and trekking measures to ensure the validity and reliability of the assessments are clear about their responsibility in the implementation of English language SBA.
5. The quality assurance mechanism (the Examinations Syndicate and the PBS Committee at the state and district levels) are clear about their responsibility as key personnel in the implementation of SBA in schools.
6. My school is monitored by the district office regularly to ensure that the implementation of PBS is in accordance to procedures.
 
 
(ii) Infrastructure and the Assessment System

1. A more sophisticated infrastructure of guidance, training, support and cross-checking is required if the quality of the assessment is to be assured.
2. The SPPBS system is the biggest challenge to teachers in the implementation of SBA.
3. The school is provided with enough support system.
4. When assessing students, an agreed set of criteria and standards is needed.
5. The performance standards which consist of descriptors and evidence for six bands or levels (Band 1 to Band 6) that learners have to achieve are suitable to indicate the level of acquisition of knowledge and skills in English language subject.
6. Parents’ questioning of teachers’ ability in making fair evaluation and reliable assessment is the biggest challenge in the implementation of English language SBA.
7. Documenting students’ performance in English is the biggest challenge to English teachers.
8. I clearly understand the assessment criteria for English language SBA.
9. I always discuss with other English teachers on the agreed set of criteria and standards to enhance the reliability of my assessment.
10. I am satisfied with the consistency of my own assessment.

(iii) Implementation of English language SBA at School Level

1. English teachers in my school are guided, facilitated and mentored in the process of conducting an assessment in school.
2. In my school, for English subject, learners’ performance is moderated to ensure that there is uniformity and reliability in teacher’s assessment, recording and reporting of an assessment.
3. Constructing test instruments/modules for assessing different language skills (listening, speaking, reading and writing) is the biggest challenge to English teachers.
4. Assessing students’ English performance using the six bands (Band 1 to Band 6) in reading and writing is more difficult than in listening and speaking.
5. The biggest challenge in implementing English language SBA is due to the lack of scoring objectivity of the language subject.
6. The biggest challenge in implementing English language SBA is different teachers have different interpretations on how to carry out SBA in schools.
7. I am positive that I can overcome the “teething problems” in implementing SBA in my English classrooms.
8. The “teething problems” push me to strive and turn the problems into challenges to be met.
9. SBA promotes creative teaching and learning activities in English class.
10. I have grasped the matters related to English language SBA.
