CONSIDERING that government procurement, as an inherent State function, is one of the most important mechanisms for government expenditure control, savings, and transparency and for the promotion of public policies such as sustainability and equal opportunity for citizens;  and

RECOGNIZING the imperative need to continue the efficient and ongoing operation of the INGP and of the Technical Secretariat, led by the Organization of American States (OAS), as well as the fulfillment of the functions set out in the Section 6.3, fourth paragraph, of the Statutes of the INGP, by which is conferred on the Executive Committee the authority to define the best course of action for raising resources in order to facilitate the achievement of the objectives and activities established in the annual work plans of the INGP,

The questionnaire below IS PRESENTED to the member countries of the INGP If no options are feasible, please indicate the reasons.  Please also indicate at the end of the questions which of the preceding options is most feasible in your country and, preferably, for your entity. to ascertain their capacity to provide support to ensure the sustainability of the Network and its proper operation.Therefore, we would be very grateful if you would indicate below the options feasible for your country under the legal framework in force.

 
 
 

1.       Invitation
to the private sector to participate in an expo-fair for the annual
conferences/seminars of the INGP.  The
funds raised from those fairs would be collected by the OAS as Technical
Secretariat, which would account to the political body of the Network for their
receipt and use (the guidelines for
participation would be defined by the Executive Committee and Chair of the
Network

2.     To
charge local and international non-INGP members an amount to be identified for
public seminars and annual conferences. The funds raised from those activities would
be collected by the OAS as Technical Secretariat, which would account to the

by the international organization members of the INGP, through a cooperation
fund, of sufficient resources for due management of the resources and

by the member countries to pay an annual quota for the operation of the
INGP.  This quota would be defined by the
Network’s political body and paid on a voluntary basis by the countries with the

account to the political body of the Network for their receipt and use.
